MIF and LAU Join Forces in A Regional Development Workshop for Jbeil District

The workshop was designed as a participatory and evidence-based process, combining plenary sessions with thematic breakout discussions informed by preliminary academic research, field assessments, and consultations with local stakeholders. It provided a platform for dialogue among a diverse group of actors and encouraged participants to move beyond sectoral perspectives toward a more integrated vision for the future of the Jbeil District.

Discussions were structured around five strategic development pillars identified as critical to strengthening territorial resilience: Community Wellbeing; Heritage, Tourism and Creative Economies; Living Landscapes and Livelihoods; Connected Territories and Services; and Innovation and Entrepreneurship. Each thematic panel convened representatives from municipalities, national ministries, public institutions, civil society organizations, private-sector entities, academic institutions, and community groups. Participants examined existing conditions, identified key challenges and untapped opportunities, and collectively proposed practical interventions tailored to the district’s specific social, environmental, and economic context.

The workshop generated a strong consensus around the need to transition from fragmented interventions toward coordinated, place-based development strategies. Its most significant outcome was the preparation of a district-level policy brief synthesizing the findings, priorities, and recommendations emerging from all thematic discussions. The process also enabled participants to identify critical enabling factors, urgent interventions, and medium- and long-term strategic actions required to enhance service delivery, protect natural and cultural resources, stimulate economic growth, and improve the overall quality of life for residents.

Beyond the substantive recommendations, the workshop strengthened relationships among local stakeholders and fostered a shared understanding of the district’s development priorities. It highlighted the importance of multi-level governance, cross-sectoral partnerships, and collective ownership in addressing increasingly interconnected challenges, including environmental degradation, infrastructure deficits, youth outmigration, and economic uncertainty.

A roadmap for continued engagement was subsequently developed, outlining a series of follow-up sectoral meetings, targeted consultations, and collaborative initiatives aimed at refining project concepts, mobilizing technical and financial resources, and translating recommendations into actionable programs and investments. Particular emphasis was placed on leveraging the comparative advantages of Jbeil District, including its cultural heritage, natural landscapes, entrepreneurial ecosystem, and strong social capital.

By combining local expertise with academic knowledge and facilitating dialogue among key stakeholders, the workshop laid the foundations for an inclusive and collaborative platform dedicated to advancing resilient territorial development.
